Direct PR Pathway: Home Care Worker

The new Home care worker pilot program (Opening March 31, 2025) has officially released some initial details about the program and here some facts and speculations about the program as full details are yet to be announced.


Initially only opening for workers in Canada with plans to expand to workers abroad in the future. This program will allow applicants to apply for permanent residency directly and immediately.


Requirements:

-English or French CLB 4 on accredited language test

-minimum high school diploma

-require either 6 months’ recent work experience in relevant field or a 6-month or longer education credential in field

-Job offer from Valid employer


Speculation/opinion: Workers will either need an LMIA based work permit for the job offer, be LMIA except, or hold an open work permit for the job offer to be valid. The program page states “A LMIA is not required” however this can just mean that job offers on unnamed (open) work permits are valid and it does not need to be named as with some other programs. It is highly unlikely that this means employers can just give a job offer to whoever they choose freely without authorization of some kind.

Speculation/opinion: The program states that a limited number of applicants without status in Canada will be eligible to apply for this stream. I would speculate this policy will apply to those who were recently on worker status in Canada which has now expired allowing employers to provide them with a job offer based on their past worker status making them eligible for this program.


Preparing to apply: It is essential that applicants have their ECA and language tests ready for the launch of the program as those can take some time to get and the program will definitely be flooded with applications as soon as it opens.
