Ontario’s PNP Pathways to PR for International Students

With ever growing competition in express entry and very high scores in this article we look at alternative pathways for students to gain permanent residency through OINP pathways targeted towards students.


OINP Employer Job Offer: International Student stream

This stream is for international students who graduated in Ontario and have a job valid job offer from an Ontario employer. Students are eligible for this stream up to 2 years following their graduation after which they will loose access to this pathway. This stream is not express entry aligned and needs to be applied for directly and a points based scoring system and OINP draws will determine who is eligible to apply to the province before being able to apply for permanent residency.


Job Offer requirements

  • Employer with $1 million annual revenue if inside GTA, $500000 annual revenue outside GTA

  • Operating for 3 years minimum

  • Full-time and offering atleast low wage level for the NOC

  • TEER 0,1,2,3


Although this stream uses draws and a scoring system just like express entry the chances of getting accepted are often times higher for students in this stream making it a great pathway for international students who studied in Ontario to become PRs.


Masters Graduate Stream: Masters and PhD Category

Candidates can also explore the OINP’s Masters and PhD category, which includes two streams, one of which is the Masters Graduate stream.

This stream is tailored for foreign nationals who have obtained a Master's degree from an eligible university in Ontario. It utilizes the province’s Expression of Interest (EOI) system, requiring candidates to create a profile and register an EOI to be considered for permanent residence (PR). Unlike the Skilled Trades stream, it is not linked to IRCC’s Express Entry system.


To qualify for the Masters Graduate stream, applicants must:

  • Have a Master's degree from an eligible university in Ontario

  • Have legally lived in Ontario for at least one of the last two years

  • Achieve a Canadian Language Benchmark (CLB) Level 7 or higher in English or French


PhD Graduate Stream: Masters and PhD Category

The PhD Graduate stream is designed for candidates with a PhD degree from an eligible Ontario university.


Similar to the Masters Graduate stream, this stream is not aligned with Express Entry. To qualify, candidates must have legally lived in Ontario for at least one of the past two years.

Applicants need to create a profile and register an Expression of Interest (EOI) to be considered for permanent residence (PR).
